Humans recognize how dangerous the universe is, but having all of their funds tied to every aspect of space travel is expensive. The first thing I would like to point out is that Spartan Sarah Palmer (as she is so rightfully called, as all personnel in the Spartan program are called "Spartan". The first, is that the majority of characters in the Halo universe have a limited scope of knowledge compared to our omniscience, and the second being that everyone significantly over values Spartan IIs simply because Chief is that "bad ass". I strongly believe that the negative opinions in regards to the IVs are largely unreasonable for two reasons. I'll be one of the incredibly few dissenting voices here, as I quite like the Spartan IVs.
